This course teaches you how to apply problem formulation to the food and feed safety assessment of genetically engineered (GE) crops.


You will learn what problem formulation is and how it can be applied to the safety assessments conducted to assess the food and feed safety of GE crops. You will also walk through corresponding examples to demonstrate these concepts when conducting a real safety assessment.

Course Goals

  • The goal of this course is to help risk assessors and risk managers to understand what problem formulation (PF) is and how it can be applied to food and feed safety assessments for genetically engineered (GE) crops.
  • Given the wealth of information on food and feed safety assessment methods and the existence of internationally-agreed consensus documents, the aim of this course is not to provide a comprehensive guide on how to conduct food and feed safety assessments. The aim is rather to show how problem formulation can be used in these assessments to ensure that they are fit for purpose and can facilitate decision-making.
  • Prior to taking this course, you should have a basic understanding of food safety. If you are unfamiliar with this topic, please consider taking our e-Learning course Concepts in the Safety Assessment of Food and Feed.
  • This course does not substitute for your country’s laws and regulations regarding compliance with specific regulatory data requirements, and it is not a guidance on how to conduct food and feed safety assessments.
  • This course does not cover issues relating to environmental safety.
